Sure, use snort www.snort.org
It will most likely only capture your traffic though.

Are sniffers actualy legal?
Im assuming that if you sniff packets sent from your own network it would be legal, but outside of that i dont even have a clue as to what legal things there are on it.

Just be careful where you use these sniffers though...
For example if you were on broadband i don't think your provider would like you watching there packets speed by on their network...
