No clue, but it sounds like you're right. That host is clueless. If it's free hosting, the client is paying too much. If they can't answer simple questions, how well is the server going to be protected?
I'd go look at a few like www.bluehost.com or www.pair.net or www.godaddy.com. This host is probably more trouble than they are worth, for the client AND you.

I'd even go as far as to say, terminate that contract but move the site befor you do so ;)

LMFAO he can't even fix your login ??
