Don't remember the exact number but, I believe the admins have it set to between 40-45 posts before you can upload a custom avatar.
Go to your profile and click the edit profile button. You can upload avatar in this section, before final uploading you can preview your avatar. If you are satisfied to preview than you can click the final upload your avatar. Before uploading you can follow given guidelines, if you are getting any problem in uploading avatar then check few details like as avatar size, format, etc.
