just go to the forum your tut belongs in and just a new thread... just as you would start a new thread in any other forum.

Clarification: Go to the "Tutorials" forum, either the "Security Tutorials" forum, or the "Other Tutorials" forum. Then as Tedob said, just post it there as if you were starting a thread in any other forum.
