I am in a piss poor mood today, but I am not in the habit of wasting my time giving an answer to a question that does not work.
Now for the full answer.....Read the FAQ of this site. Search the forums for prievious answers to the same question. Use Google to search out the answer to your question.
Yes it works. Yes it is simple. Yes there are better methodes (one which was suggested above), but since you are new to this site, I gave you the simplest and quickest methode to solve your problem. Then perhaps you will come back and read the faq's and learn what this site is about and then pursue the other possible answers to your problem.
If you are unsure if someone has given you false or inadequete information, just wait, and the following posts to the same thread will tell you, almost immediately. The poster will be flamed and negged for providing bad information and the correct information will be provided. Usually there will be a variaty of different solutions given for your problem, and then it is up to you which one you want to use.

spanked with style!
Another way it to have your firewall explicitly drop inbound traffic to TCP port 131. At home, I do this in addition to disabling the messenger service. At work, where I have a legitimate need for messenger to be running (so I can send administrative alerts to workstations, I just block it at the border router.
