Might check and see if there is some type of removable media (like a USB flash drive, ir a SD card) plugged in to it somewhere. If so, the computer may be trying to boot from it instead of the hard drive.

The motherboard will power up, then off, and then back on again. Where as I will see what looks to be the BIOS splash screen but only the top text is present.
After this it will power off again and be stuck in an endless loop.
I have pulled RAM, HDD, Speakers, USB, I even pulled the BIOS battery out to reset the BIOS.
I also tried the restore backup BIOS but this did not work.
