i just tried to look active conections on my server(website), and what i've got:

As you can see 127.0.0.1 has 113. Can you explain me from where such connection could be?
OS would help
and depending on the services running on the machine....will probably determine what ports its using...and how many.
127.0.0.1 is the local host

Have a look in you apache access log. You'll probably find entries like this coming from 127.0.0.1

The main issue is that my site works very slow in the evenings, as in that time i have quite much visitors.

Where could be the reason of such issue? Can somebody help me to find a way to this this issue?

It appears to be a python application. python is an interpretive, dynamic (complile, link and go) programming language. It's likely that a parse/compile is being performed everytime it is called. You may be able to configure the app so that it is prebound (.pyc files) so that you can eliminate the parse/compile upon each instantiation/execution. I would also dig into the app to see what it's doing.

you apparently have a web application that is being accessed by several users. Each user access instantiates a copy of this application. You should review the source code to see exactly what this application is doing.

find the source code and look at it. ;)
To find the source, look at your apache conf (e.g. httpd2.conf) to locate the document root.Go to docuemnt root directory and you should see files with the .py extension. These contain the application source.
Alternatively (lazy way), run: find / -name *.py* -print 2>/dev/null
This will list ALL .py files on your server.
There are a couple of different interfaces possible for apache-python. Ideally the app should use mod_python as opposed to cgi. You can set all sorts of parms/limits. You will need to come up to speed on python. Buy a book or google. There is plenty of decent info available on python performance and app design. The previous link I sent to you is a good place to start. That site also has other decent pages.
Also, is this your personal server or your employers? If it's yours and you dont know why a python app is running or what it is doing, then shut it down. If it's your employers, talk to someone in the IT apps group. Perhaps they know about this app.

I see a massive amount of apache threads (unless this is a really heavily used server it's useless).
Besides that I see MySQL, PostgreSQL, Courier IMAP, Qmail, tomcat, samba and worst of all RPC. Is this any of this accessable from the internet? Is it all up2date?

To be honest, hire a professional to have a look at it. As
a) no offense but you seem rather clueless about all this
b) the setup looks overly complicated to me and could probably use some optimizing
c) there's something funny going on (slow, weird connections etc)
We can be here all week asking questions back and forth and still end up nowhere.
