Could anybody point me to any program which can scan a range of ips for accounts with admin accounts with blank passwords, or alternatively some sort of script which scans for these. either nt or unix would be good.

I don't think there's any out there. You'd have to hack up a batch file or something that uses the net use command or anything else than can auth you over the command line. Unless your boxes all run services that hydra recognizes which i doubt. Other than that I can't think of anything off the top of my head...
Im with xiphias360, I don't think any exist... unless you have some huge network of computers, I would think it to be easier to just get yourself a decent scanner and start probing each one yourself...
More importantly, why do you want to be able to do this?
the biggest reason would probably be for network security folks who work in an environment where techs continously load/reload computers without setting admin passwords (or using 'password' as the password) ie, my last job.
Start with chkusers.vbs from the windows resource kit
Check out GFI Languard, does exactly what you want.
An oldy... Netbios Auditing Tool.
