what does a win nuke do?

I used my firewall to get ip addresses of people who ICMP Stormed me. Then i searched for open ports and Win Nuked. and also what is a ICMP Storm?

For these type of questions, I can highly recommend everything2.com. Here's the search for winnuke. I'm not sure of ICMP Storm, never heard of that one before - but my guess is it means you're getting DOSsed: ICMP (Internet Control Message Protocol) is the basic protocol that is used to send information over the internet.
