The description for this account under Local Users and Groups shows:
'Do not alter this account. Communication with the security subsystem could be disabled.'
This is on a Thinkpad, XP Pro SP2 machine.
I checked google but it did not turn up any hits.
I can confirm your observation - I have an IBM thinkpad (R52) with all the IBM software installed.
(As I wanted a German keyboard but English WinXP I installed everything by hand.) VUSR_TcsServer_CSS is actually member of localgroup administrators.
One can remove the user from the administrators group:
net localgroup administrators VUSR_TcsServer_CSS /delete)
but after the next boot it is there again!

I am working on a IBM Thinkpad that has the same user built in. I am going to assume it is an IBM software related item.
