Boot up of the windows xp disc and try the second repair option the one directly after the windows agreement page this should put that file...

Ther is now "better" one my advice would be to try as many as you can (linux + windows) and find the os that you like and is best suited to your needs

if your router is set on dhcp as according to the manual 1st reset it then try to connect if this fails try to telnet to your router internal address and ping a computer on the internet eg ping...
