    Yes and No. It really depends on how the provider handles their clients. Normal ISP's do report the true IP that they have assigned to that client, but some ISPs such as AOL attempt to 'mask' the IP...

    The farthest you can go is detecting which ISP is hosting that area, sadly. If there this is an abusive situation then it is best to report it to the ISP in question.
