Send / Receive settings are available under Mailsetup under Outllook....
I am attaching the image of the menu .... I guess if we unselect the automatic send features your problem can be...

A good trick to get notified if the worm has tried to send mass mails using your address book.
I guess otherwise if you disalbe autosend option in your Outlook you can achieve a still better...

I am sure it is a case of some connection settings which have gone weired in your Friends IE... Netscape does not inherit the connection setting from IE hence it is able to work fine I guess...

If the only problem is with the ACPU usage.. then I recommend choose to close most of the known proccesses by terminating the programs..... See if there is an improvement in the resource...
