It only allows me to choose Floppy drive first or Hard Drive first...there is no option for CD-ROM. I do have one, but there is no option for it in the BIOS

I highly doubt it's legal for US Citizens. The FBI wouldn't want to risk blowing themselves up with a hacker's computer. But i'm sure hte military doesn't follow the same rules as everyone else.
