i had a similar problem.
as root:
chown ftp /home/ftp/*
this should make all those files owned by ftp, aka anonymous.

Try slackware 8 if your low on disk space. I've got it taking up only 350 megs on 600 meg harddrive. If you absolutely need to use Red Hat, use one of those previously mentioned floppy-distros. or...
