Well for the newbie you can try mandrake or red hat. However, for the power user I would recommend slackware, or my friends would recommend gentoo or debian. I have not tried debian or gentoo however...

Just visit the linux documentation project, it has all the information you need and it is completely free. Slackware is my linux distro, it is very powerful, stable, secure, and doesnt use RPM, enjoy!

Yes, knoppix is very good for a bootable linux on a cd. I have also heard great things about flak. It is supposed to be a linux security cd based distro, similar to knoppix but full of security tools...

Tiger is correct, it is not possible to block your IP address on the internet and even if you could, it would not be possible to do anything on the net. You should just get a firewall such as sygate...
