Exactly.
If the file is a safe file to delete you can either boot into command prompt only mode or boot from a floppy. The cd over to the dir (probally c:\windows\system32)
and delete the file.

I have a linksys 54wg(something like that) connected to my cable modem. I also have two computers(winxp pro) hooked to the router.
I and using dhcp on the router.
I have set-up home networking...
