ssh comes with a secure ftp service anyway so the easyest way is to use thss ssh ftp service instead of port tunneling :)

that depends if he has read/write power to the registry this could be disabled for security reasons if he hasn't got admin powers and i suppose he doesnt ih he is asking that question.

Try a real ftp prog or use a dos ftp command tocheck if the port is open and its not a problem in the dreamweaver 's ftp client
it easyer to use a real ftp program than dreamwaevaers client
