Contact your ISP and get all inbound traffic from his IP address blocked. They should do it. I have done it myself.

Make sure that all the Hardware is all compatible. And make sure
1. Components are connected right.
2. Power is getting to all components.
3. Processor jumper settings are correct, as well...

Dont worry, Explorer requesting a connection to the net, is ok.
Certain features of explorer.exe take advantage of connectivity if offered.

There is two free progs i can think of.
1. FDISK - should come on the win98 bootdisk or CD
2. Ranish Partition manager - available from www.downloads.com

You can also open up a dos session in windows and type in
nbtstat -n
And it should display you ip address.
