If I remember rightly it is the message you get when you put a USB 1.1 device into a USB 2.0 port. The port is backwards compatible, but a USB 2.0 device won't work in a 1.1 port.

Apart from cleaning the USB connection and trying different USB ports, here is another one:
Shut down, unplug, reboot, then plug it in again once Windows has loaded.
