    Have a look in Control Panel, Power Options, tab...

    Have a look in Control Panel, Power Options, tab UPS.

    Does the UPS have a serial connection? Connect that to the PC also.

    IIRC there's already support for UPS on windows.
    (Power Option Properties shows an UPS tab)
