Completly uninstalling IE is not possible since its too intergrated with the OS (that's where these damned bugs originate in the first place ;) ).

It is not meant as a tutorial, it sort of a 'keep your mind on your lessons' post to bugtraq some time ago.
Anyone with the skillz can fix it by hand and does not need the tool like you dont need...

Thor Larholm has worked with MicroSoft in at least one patch for IE (I really am surprised you never heard of him)

FYI, Thor Larholm is the one that maintained the Unpatched Internet Explorer Bugs,

After reading the specifications of the autorun.inf I seriously doubt this will work.
The autorun.inf's open command is limited to a couple of file extensions and .html (or .htm) is not included.

You can also use the trinity rescue kit.
It is a mandrake based rescue kit for windows (like knoppix, you boot from a cd)
