Actually you can hardly do anything like that with just HTML and/or Javascript as both are just run on the client side.
You need something that runs on the server side, like for example PHP or ASP.

This can be done by using server side includes. Its great for anytype of thing that should be on many pages and is updated alot.
Read up on SSI, google is your friend. :)

When you are talking about dev/nul you are probably thinking of dev/null.
Think about dev/null as a black hole, what ever you put in there or pipe too it gets sucked in and wont ever come back out...
