Hmmm, kinda think about it, I had this problem when I was on Windows(the exact problem). Check for some twisted capacitors on the motherboard, reinstalling won't help. :|

What software updating tool are you using? Slapt-get?

I wouldn't say Telnet is that insecure as people think. Probably is if you are in a big local network using hub rather than switches.
