1. Spoolsv.exe is the Windows spooler, this is a genuine Windows process, although there are malware versions of this one too.

I once experienced the same problems. I was able to solve it by deleten the Internet Explorer folder in Program Files, plus deleten the registry keys of IE.

Panda's Titanium is, AFAIK, as good as Norton or McAffee.

Try Ad-Aware 6.
Just google it, download and install.
Set for scanning in compressed files also.
Scan and delete all files found.
Probably you got one or more Auto-diallers on your PC.

Why would you want that end users cannot run *.exe files?
Then they would not be able to execute any program, wouldn't they?
