I'll be opening a website that offer's house,apartment,and moble homes for rent in my area.... do I need a business lic. or anything like that to have a webbased business?

I hope this is the right place to put this... I was wondering if there is a program. or something that I can tell what the IP address is that I'm hooked up to... I know on some systems it changes...
