quite simply I would guesstimate its an inferior cable ... either bad or not properly designed to do USB2.x speeds at length.
your mouse is probably able to work at lower speeds.

what you would be better of doing, is getting more of your generic ink, and doing repeated cleanings. The ink has to pull the crap from the head there is no other...

how about the basics..
1) open the case first.. look inside at the condition.. if dusty and dirty .. take it outside, compressed air it .... take it in...
2) reseat memory, cpu, turn on.. watch...

what happens when you manually enter the printers' ip address for a "local" TCP/IP printer connection?
