To enter privileged EXEC mode, use the enable EXEC command.

    enable [level]

    Syntax Description

level (Optional) Privileged level on which to log in.

(Note The enable command is associated with privilege level 0. If you configure AAA authorization for a privilege level greater
than 0, this command will not be included in the command set for that privilege level.)

user mode does not allow you to make changes to running config/startup config or stuff like that but yes

    prompt:

is the privlegged modewhere you can make changes to the router
type ? to see list of commands
(add ip address set up acls's etc, lotsa fun stuff)
