As a tech support for an ISP that caters to teachers I can say educating would be very hard. I'm usually pretty happy if they can use the shift key and caps lock. Most users will do just about whatever is told to them if they think its a trusted source. I definitly believe that someone could convince a bunch of people to delete a key file.

The reason the sulfnbk hoax e-mail is so effective is the icon that the user sees when he looks at the file using windows explorer. If you had any doubt about the e-mail being a hoax that doubt is wiped out when one sees the icon. It just looks like a hacker/cracker/virus icon.

I fell for it the first time I saw it. I was setting up a Windows 98 system that didn't have any antivirus software installed on it. I reacted and deleted the file, then I went to Symantec and discovered it was a hoax. I fixed it and then informed all of the people in my company.

This file is used by windows to retrieve long file names.

Your system still works properly without it if you did not used long names in directories or files (and that's probably not the case).
