As far as I know most ISPs do not allow a static IP address to route (unless you have purchased one from them), also the IP address he would be specifying would possibly be taken by another user on his ISP (causing a lot of headache for him). But setting the static might work in "strange" circumstances, but most likely not, or at least not with any type of system I have seen to date. Just some info...
