My question is about remote administrators. Do they work as easy as they sound? And could you view any ones computer if you had there network address or do they have to have software that allows you to go there?

Yes, most remote administration tools (Terminal Services, Netmeeting Remote Desktop, and PcAnywhere) are as easy as they sound. And you can only view/control other computers if you have the remote administration software installed on their PCs.
