From now on, once a user's account has been validated from the moderation queue, they're welcome e-mail will contain this additional paragraph:

We also STRONGLY encourage all of our new users to read our site FAQ before posting on the boards. It will help you to get familiar with things, and possibly save you from the hassles of "learning the hard way". Thanks!
