Any webserver you download to host your page will work. You do not need to register it. Just your web address will be your IP. An alternative to that is to use a free URL redirection service. Here are some popular sites to check

One thing I found useful when I put a domain on my home computer was dynamic DNS. My ISP could allow me to have a static IP address or a number of them for a large additional price. There are services available, some free & some for a small fee, that would allow you to have a dynamic IP address on your computer and still have your domain on your PC. There are several out there. EasyDNS.com charged me $20 per year and has phone support to get it up and running. If your IP changes there could be up to a 10 minute lag time until DNS is updated.

Hi, i'm using apache 2.0.40 (get it for free in http://httpd.apache.org ) and because you have dynamic ip you should get DNS2GO inhttp://www.dns2go.com its for free to, it's working fine for me. always check for new bugs and paches for them because you never know.

DNS Service required
Also you need a DNS service. I recommend www.zoneedit.com They provide you with the most options and help. Best of all it is totally free!
