I think Mobius' suggestions got passed up a little. I ran a very successful forum for quite some time on word of mouth and small advertising only. Word of mouth is a very powerful thing when you're first starting out, as well as catchy banners you can place in your signatures on whatever message boards you belong to. You're going to get a better response targeting sites with similar interests to yours.
Start a newsletter and keep people updated. You're going to find that when you start out, you may have the same regulars showing up for a couple of weeks, but after that, they stop coming. Keep it interesting and updated. A good webmaster pulls their hair out with 30 hours of work and only 24 hours a day.
