I find that I use the speed tests more often than anything else, and no... you dont need to have a DSL line to use any of the tools...

My always growin' setup is Agnitum Outpost Firewall - great for blocking malicious http's
Spybot SD - the Teatimer works in realtime (as Process Monitor and others)
--> Proxies mean Privacy and Anonimity <-- JAP or TOR are fine to me !

I also wanted to ask about vulnerability scanners - specifically host based - are there any "good" ones people have used or are using? I was checking the list at the cotse and at insecure.org, but also just wanted to check here.
