I have been pretty happy with Norton's personal filerwall. It works well on XP or 2000. I don't know about the older Win systems though.

I'd recommend getting something like folder guard:

Windows98 has zero file security.........
Make sure you disable file sharing & Windows Network
Client it's like finger a Hacker could query it and learn
lots about your system workgroup/mac address of
your pc once they know that they have enough info
to attack it with a legion of exploits.
Backup your important data on cd or dvd!
If you don't backup your stuff it's only a
matter of time before your screwed
Keep up to date with Microsoft update just
be careful here because you need to double
check you got all the updates because MS
update is flakey and misses some
Make sure you Disable Password Caching
Disable password caching because Windows98 can remember your passwords
so you don't have to enter them again if someone Hacks your computer
they can find them over time the number of passwords accumulate alot so you
can see the security issue?!
Ok to disable click start/run
enter Regedit go to this key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\
Network.
Add a new DWord value called DisablePwdCaching.
Give a value of 1 to enable

Hmmm, silly me here i thought Windows 9X didnt have remote log on options unless a trojan was installed or backdoor of some kind.
Get a couple anti virii produts and watch what you download, you can make 98 SE secure as hell that way, and also get a firewall.
Firewalls and Anti Virii make it very hard to do things people shouldnt be doing anyway. Windows 9X has no multi user abilities so someone actually "hacking" you is fairly small.

Zone Alarm - the free version works just fine. It just doesn't have all the bells and whistles
