You can check out php at http://www.php.net
If you take a look at the http://www.php.net/manual/en it tells you what you need for the installation and steps for the install.
So you will need to install apache to help you make it and you can check it out at
http://apache.org
Now you will need a database such as PostGreSQL or MySQL.
PgSQL - http://www.postgresql.org
MySQL - http://www.mysql.com/
Installation Guide - http://www.php.net/manual/en/installation.php
Read the php manual above and it will help you in the installation and it will teach you PHP and is a great reference guide

I made a real simple website a few months ago. I used phpNuke it's real simple to use and it's free. You can download it at phpnuke.org. Here is a link to my website if you want to check it out. Blue Devil Entertainment

FreeAgent - On your site, when clicking on the Forums, it seems to load inside of the Active Threads block in the bottom left corner... This happens with Mozilla 1.4 running on Windows 2K SP3. Internet Explorer, through, generates the page just fine...
Anyways, if I remember correctly, AntiOnline is powered by vBulletin. Though it was customized a lot by JP to make it look as it does. When you get a product out of the box it isn't very pretty, so you should learn PHP/mySQL and sculpt it to be how you would like. Right now I have a website powered by PostNuke. PHP/PostNuke is a good start, but stuff gets really nice when you start writing your own Skins and Modules, and changing different Blocks around. Right now, I'm working on Skinning my site, but since it will be my first skin, it won't be the prettiest.
Anyways, good luck on setting up your own site, and make sure it has some purpose. I'm still trying to find out where my site fits in...

I'm currently working with vBulletin, and if you can afford it, it's definitely worth it. As part of your membership, you have access to forums with pre-made mods. The problem right now, if you are interested in paying for it, is the current release right now is in beta, and no one is developing any mods or themes for it as it has not reached RC status yet, which is being talked about somewhere in October.
I'm using the older stable version, because I don't like having beta products on a live site and I don't have all the time in the world to mod it and then remod it when a newer version comes out.
But if you're looking for the exact look here, that is the way to go.
A free alternative would be PHPbb which can be modded to look very similar to this site. PHPbb has excellent support and is located at http://www.phpbb.com where you will also find links to mods for the software.
I'd really advise to stay away from any sort of Nuke program out there. One look at Bugtraq or a related site would tell you why, unless you don't mind compromising the security of your website tenfold.
Also, check out Geeklog, which is a lesser known CMS out there and has some really cool mods and things you can do with it. I would use it more for posting news, forums, and having some kind of code repository/download section as these seem to be the best features of the CMS.
Really, it's up to your preference and what exactly you're planning to do and feel comfortable with. Try out Open Source CMS: http://www.opensourcecms.com/
Here you can try out all sorts of CMS systems on their server all in one place. Definitely a great resource when looking for a CMS.

Haha, I feel the same way. I'm fairly good with PHP and MYSQL but I'm a horrible graphics designer. I've tried but it never comes out the way I want it to.
