moh<whatever> To do what you want to do will not work...without breaking the law at least. The routers inside the network will block anything comming from outside the network that appears to originate from inside. In other words, if you set your machine to a "trusted" ip address, the routers are going to see it and say "hacker" and block you connection (unless they are configured like total ****).
The only way to do what you want is to gain control of a machine inside the network. And that isn't legal. Unless you get permission to set up a machine inside the network to connect to remotely.
And |The|Specialist..... WTF ARE YOU TALKING ABOUT?????? will you PLEASE do a little tiny inty bitty amount of reading before you post???? Or maybe even explain the difference between dynamic and statice. You said they do NOT assign static IP's which means that they DO change. and wtf are you talking about multiple dialups or whatever... I am so confused and astounded by your post, I think I need some advil.

As far as I know this is common practice. Normally, as a student all data relevant to your course of study, lecture notes etc, is available remotely. Personal data, grades etc only available from within college / university intranet. here is an example of our university warning

Many colleges and universities provide "off-campus access" which provides a dial-up account to the internal network or perhaps a VPN network. Check to see what your school offers.

I dont want to learn this for any bad reasons.As in college we save all our projects and assignments on a compuer having static ip address and always connected to internet but it is not accessible from outside the college due to security reasons. But i want to get access to my files so that i dont have to carry those floppies,etc.And i have already read all the books related to TCP/IP.

i had done this before to access files on pc inside the intranet. but u need someone inside the campus to give access to his pc that act as a bnc. there is a http bnc ( try use google to find it). put it there and wallaaa..... access granted.

Wheeeeee ways to promote being lazy.
If you have read "all the books related to TCP/IP" I am very impressed. And also think you are full uf sh** cause I dont' know anyone that has read them all...or can even name them all.
If you had read them all, you would know that your problem is not that you need to spoof an IP, you need to set up port forwarding at the router to get you inside the campus and then have someone inside the campus set up a vpn connection for you. Although it is a college site, so there is a chance that just chaning your IP address would work, but it is unlikely. The routers will most likely try sending the replys back to the "correct" network, so they will never leave the campus, and you will never see the results.
Your best bet is to have a friend that lives on campus set up a modem so you can dial in to his/her computer directly.

hi mohit,
try uploading all ur files,etc. in the briefcase provided by some good email service providers (like yahoo mail provides about 30MB of web space as briefcase) or try some other such service providers.
this will allow u to access all ur files even when ur not connected to internet/intranet of ur campus.
hope this will sought out ur problem.
