JohnHACK,
DirectX 9.0b is just an update of the normal DirectX 9.0 that includes security and performance updates, along with many new features across all technologies, which can be accessed by applications using the DirectX 9.0 APIs.

Microsoft DirectX® 9.0 for home users will update your current version of DirectX - the core Windows technology that drives high-speed multimedia and games on the PC.

I'm assuming that 9.0b is nothing more than a few tweaks to run make DirectX run better and to fix any security issues... just like -DaRK-RaiDeR- said...
