PocketPC info

I know this doesn't have much of a topic around here but I know I can get answers. I currently work for a company that has restricted machines and I can't download any files that have .msi extentions so that rules out the Microsoft emulator. However does anyone know of a PocketPC or WindowsCE emulator/simulator that is Java or even HTML based. If you could just let me know I'd appreciate it. And I have been looking forever and can't find it and this is my last shot before I give up so please save whatever flaming you have for someone more deserving of it. Thanks!

What I am looking for is an Emulator/Simulator of the Actual OS of the PPC2002/2003/WinCE but not the one from M$ cause I can't load .msi files on this restricted machine. However it would help me out. I am looking for an Emulator or Simulator of the OS that is Java or HTML written. Thanks but kinda the wrong direction
