I had a friend ask me and others what the top one meant.
One of the others replied with the bottom one.
Is there a term for that type of 'jargon'?
How do I go about learning it??

Yeah, it's called lamese and is a relatively new dialect in computer jargon. To learn, you actually have to lose IQ points to where you are in the mid-double digits. Then, forget touch-typing and just bang at the keyboard.
