Could be if you've ensured that the system has the hard drive as the boot device. One way to find out for sure is boot with a disk and check to see if you can find the harddrive. Also, check to see if the BIOS detects the harddrive to begin with.

im so dumb lmao. it was in my face lmao.. the ide cable (gray cable) was on wrong and there was a blue connector that had to be inserted in the motherboard. but it was in the hard drive and it was bieng read wrong thanks for yur help tho peoples
