    I noticed that WinPCap is needed by several networking tools. Is it enough to have WinPCap
    downloaded once, or do you need several instances, once for each networking tool?

    IME, all the apps that use WinPCap automatically finf the appropriate dll's without any assistance so the single download is all you need. You can run multiple apps that use WinPCap at the same time from the single instance.
