I hope this wasn't a dialer...
When I opened up a webpage, a box came up that said, "after you click yes, international rates apply." Does this mean I have a dialer on my system?

Did you click on the yes? And did you previously download from a popup like that to get on a web page?

no it doesn't mean they installed a dialer on your system.. what was the page ? gotta link ?
'tho after you reboot you could run spybot S&D, pestpatrol and then hijackthis and look for suspicious entries in the log.
and I'd expect nihil to come in here and tell you to go and get registry protect to prevent any unknown/unwanted things from being put into your registry without your knowledge

I presume the charge is for line hire, but what type of line I don't know?

sumdumguy is right. Get yourself a copy of spybot, search & destroy, update its database, run it and click on immunize.
Dialers are illegal in most countries, so chances are this isn't anything legal. Get rid of it asap.
I suggest you also get a more secure browser, or, if you're keen on using IE, increase the security settings. Those things can seriously slow down your computer's performance and download all sort of stuff to your hd.

If you don't have ANti-Virus and Anti Adware software on your computer, its like screwing around with hookers and not using a rubber..
Your gonna get somthin and it aint a candy bar..
You may not have anything but if you ahavent already installed the software mentioned DO IT NOW... Go to the link in my sig.. and go to the Software links..link (???) Adaware, Spybot AVG RegProt.. there listed.. no escuse..
AND as mentioned.. Secure your browser..
And where is Nihil? he's normaly here by now.. not sick I hope..
