I could go with your conspiracy type thinking, but to my knowledge the identity of the individuals was not released. They were in an extreme trouble spot with no escort in an unprotected vehicle. Thats why I used the word sightseeing. If they were a calculated target versus a random hit of a small gang, then that is troubling.
