Problem Solved!!!!
Heres what it us.
Since we're way out in the country, its to expensive to get a T1 line so we have satlelite internet. Well the modem they provide you with is a DHCP server, and theres no way to control it. So on the few computers that used DHCP on my network, it was assigning the same IP's that I had allready set for certain computers. So since I had no way of shutting the DHCP part of the modem off, I just gave everyone a static address. That way the computer won't make a request to the DHCP server. My only option if I want to go with DHCP in the future is to put a router in front of the modem that has a controllable DHCP server on it
