First, to FTP to a computer it needs to be running an FTP server; therefore, you need to make sure that the computer in question is running an FTP server. If it isn't running a FTP server then you will not be able to connect.
It is as simple as that (I think)

Yes, you are correct. Port 21 need's to be open meaning an FTP server need's to be running at the IP address specified. So to answer the other guy's question, are you sure an FTP server is running on that machine? And do you have any firewall's, etc that could prevent such connection from being established?

Yeah, there are many out there that you can download off of downloads.com which is good. One of the benefit's of downloading from their is that it's pretty much guarenteed (as far as I know) not to have trojan/viruses/etc in their download's because of the type of website and company they are.
