The UK government doesn't have much of a sense of humour to start off with, although I imagine it's some undersecretary in the civil service who's complaining about it more than anyone else.

Quite funny, I posted the link on another forum where most of the members are from the UK, and they got quite a giggle out of it.
Outside of a dog, a book is man's best friend. Inside of a dog it's too dark to read.

I think you have to be from the UK to really understand some of the jokes, but it is funny nevertheless.
