windows Error codes 1311 and 1603

I am trying to install two ubisoft games and am unable to do
so. These codes come up before the installation is complete and
cancels the installation. How do I correct this problem?

Is it that hard to look through Google and find a Microsoft MSDN Reference? These are MS errors, not game specific.
