    Seven agencies, including the Department of Homeland Security, received failing grades and five others received Ds for their efforts to secure their IT systems,
    the federal government is barely secure—and Congress is frustrated.
    "for their efforts", “Congress is frustrated”??!!!! Since they’re fresh out of fairy dust, show them the money Congress! That’s what it takes. You have to be willing to spend some good money on qualified folks, spend more on training, and fire a whole bunch of others among other things.
